Preliminary Timeline

The following timeline is provided merely as an estimate of time needed for development, validation, and field-testing of the various components of the credentialing process.  Obviously, the timeline is subject to change based on a number of intervening variables.

Advisory Board revises/accepts initial credentialing concept paper.

August, 2007

Credentialing Committee reviews and makes necessary revisions to draft teacher standards, competencies, and levels.

Credentialing Committee gathers input from regions.

Committee forwards revised draft of teacher standards, competencies, and levels to State Office and Advisory Board for review and approval for public comment.

An initial draft of the proposed credentialing process is developed and submitted to the State Office and Advisory Board for approval for public comment.

Multi-faceted communications plan is initiated to launch release of draft standards, competencies, and levels.  A website is developed to keep practitioners aware of the credentialing development process.

Drafts of the standards framework and credentialing process are placed online for public comment.

Committee reviews comments and decides on any necessary revisions; forwards final draft to State Office and Advisory Board for review and adoption.

Committee meets to develop initial draft of competency evidence criteria.

September - December, 2007

 

 

 

Four regional focus groups are conducted to obtain feedback on draft evidence criteria. 

January, 2008

Focus group recommendations are incorporated into evidence criteria and submitted to Committee for review.

Committee drafts recommendations for submission to the Advisory Board on:

  • The role of the local director/program in the credentialing process 
  • Timelines for completion of the Credential once the applicant declares “intent to pursue”
  • Length of time for which past professional development activities can apply prior to “intent to pursue”
  • Any core professional development courses that instructors should have for credentialing in the various levels
  • Recommendations on state and/or local incentives for credentialed instructors
  • Tracking process
  • Review process of the instructor portfolio through a State Practitioner Review Committee
  • Estimated resource (human and financial) considerations
  • Determination of a credential fee to help offset some of the costs
  • Recommended next steps

Evidence criteria and credentialing recommendations are submitted to Advisory Board for final review/revisions/approval.

February - March, 2008

 

Potential pilot sites are selected to solicit teachers for field-testing the first two levels of the credential in 2008 – 2009.

Forms, procedures, tracking system, rubrics, and review committee are developed for field-testing

April - July, 2008

 

 

Pilot teachers participate in Teacher Credentialing Workshop during Basic Skills Conference.

Informational session is conducted to provide credentialing update at Basic Skills Conference.

Convene and train Credentialing Review Committee for review of Novice Credential submissions during field-testing process.

August, 2008

Piloting of Credential Levels 1 and 2 begins.

September, 2008

Piloting process is carefully monitored and evaluated.

 

September, 2008 – April, 2009

Forms, procedures, tracking system, rubrics, etc. are developed for Credential Levels 3 and 4.

Recommendations from field-testing are incorporated.

Potential pilot sites are selected to field test the remaining credentialing levels.

Marketing plan is launched for Credential Levels 1 and 2.

April – June, 2009

Field-testing is conducted on remaining credentialing levels.

Credential Levels 1 and 2 are made available statewide.

July, 2009 – June, 2010

All credentials are made available statewide.
