  • The Center for Law and Social Policy (CLASP) report, "The Language of Opportunity: Expanding Employment Prospects for Adults with Limited English Skills," [downloadable files]PDF (561 KB) provides recommendations for creating high-quality education and training services for adults with limited English skills. The CLASP Policy Brief [downloadable files]PDF (97 KB) describes the demographics and economic circumstances of low-income adults with limited English proficiency, as well as language and job training services available to them.

Noteworthy Practices

  • National Institute for Literacy published a special Policy Update, "English Literacy and Civics Education for Adult Learners" [downloadable files]PDF (8,508 KB) in August of 2001. This report summarizes the federal legislation authorizing the EL/Civics initiative.

     
  • Colorado Department of Education offers informational resources, contextualized learning in adult education, lesson plans, curriculum materials, learning English at a distance, and teaching civics in a multilevel class.

     
  • Outcomes of seven EL/Civics demonstration grant projects funded by OVAE in FY 2000. Five other projects targeted large numbers of adult students providing effective, contextualized, integrated instructional approaches.

  • Catholic Legal Immigration Network, Inc., seeks to expand the availability of low-cost legal immigration services at the local level, chiefly through its network of Catholic-based immigration programs.

     
  • NCLE Citizenship Resources. The National Center for ESL Literacy Education compiled a list of print, online, and audiovisual resources that teachers can consult as they assist adult immigrants to prepare for the naturalization process.

     
  • U.S. Department of State - English Language Programs. The Civic Education volume The Civic Education volume is designed for language teachers who are turning toward content-based instruction to promote content learning and language learning in civics classes.

     
  • The New Americans. Independent Television Series (ITVS), a Public Broadcasting System (PBS) affiliate, creates videos that relate to the "American dream" through the eyes of today's immigrants and refugees.

     
  • U.S. Citizenship and Immigration Services (USCIS). Formerly the Immigration and Naturalization Services (INS), the USCIS is responsible for all naturalization processes. The Office of Citizenship promotes civic principals and U.S. citizenship responsibilities.
